Series documents the research of Portland social worker James Leake. The majority of this research was conducted while Leake was a student at the University of Chicago's School of Social Service Administration and includes research and reports related to the care of the destitute, the history of social work in Oregon, treatment of post-encephalitic behavior problems, rheumatic fever as a poverty disease, the nature of propaganda, social worker/client relationships, community social work, Oregon child labor laws, and early social welfare programs for neglected children. Series also includes lecture notes on psychiatry, laws and social work, family and state, unemployment insurance, and social statistics.

The Public Welfare Commission was created in 1939 as a result of the combination of duties of the Child Welfare Commission and the State Relief Committee.
